The “MOE Elite Scholarship Program for Lecturers” is funded by the Ministry of Education (MOE), Taiwan. It provides full tuition waiver and monthly stipend for outstanding university lecturers from selected New Southbound, South Asian, and African countries who are admitted to PhD programs at Taipei Tech. This page explains the target group, award details, application and renewal procedures.

1. Target & Eligibility

  • Lecturers who are nationals of:
    Indonesia, Philippines, Thailand, Malaysia, Singapore, Brunei, Vietnam, Myanmar, Cambodia, Laos, India, Pakistan, Bangladesh, Nepal, Sri Lanka, Bhutan
  • Or lecturers from African countries.
  • Must be admitted as a full-time PhD student at Taipei Tech.
  • Only newly admitted students can apply. Current PhD students at Taipei Tech are not eligible.

3. Application for Newly Admitted Students

Notification after admission:
After the admission result is announced, Taipei Tech will email all accepted PhD students from South-East & South Asian countries and African countries regarding the MOE-Elite application details.

Documents:
Eligible students must submit an up-to-date Lecturer Certificate (English version) and other required documents by the deadline specified in the email.

Application timeline & procedure:

  • Students admitted in July–August (for Fall) & February (for African/ Spring) who meet the eligibility criteria will receive an email from OIA.
    After receiving the email, students must submit the required forms as soon as possible, and then continue the regular registration and tuition payment process during the tuition payment period.

  • Starting from September (for Fall) & March (for African/ Spring), students who have completed all registration procedures will first receive the NTUT International Graduate Student Scholarship (NT$12,000 per month).

  • Around late October(for Fall) & late April (for African/ Spring), the Ministry of Education will announce the list of MOE-Elite recipients. OIA will notify the awardees by email.

  • After confirmation, OIA will deduct the full tuition amount from the total MOE-Elite scholarship and divide the remaining amount evenly into a 6-month stipend plan for the student to review.

  • Once the student confirms the stipend plan, the scholarship will be disbursed monthly according to the schedule.

Available intakes:

  • New PhD students from South-East and South Asian countries: Fall semester only (quota determined by MOE).

  • New PhD students from African countries: Fall and Spring semesters (quota determined by MOE).

Detailed information (including application forms and upload links) will be sent by email around early August for Fall intake and late January for Spring intake (African students).

Submit Forms & Documents After receiving OIA’s email

  • Fill out the online application form via the link in the email.
  • Upload an up-to-date Lecturer Certificate (English version) and all required documents.
  • Meanwhile, complete regular registration and tuition payment during the payment period.
Receive NTUT Scholarship First Fall Starting September
Spring (Africa) Starting March
Students who complete all registration procedures will first receive the NTUT International Graduate Student Scholarship: NT$12,000 per month.
MOE Announcement Fall Late October
Spring (Africa) Late April
MOE reviews all applications and announces MOE-Elite recipients. OIA will notify selected students via email with next steps and stipend planning.
Stipend Plan Confirmation After award announcement
  • The total MOE-Elite award will first deduct full tuition.
  • The remaining amount will be divided into a 6-month stipend plan.
  • Students must review and confirm the stipend plan via email sent by OIA.
Monthly Disbursement After confirming the plan The stipend will be deposited monthly according to the confirmed plan. Students should ensure their ARC and bank account information are updated to avoid payment delays.
※ Actual processing dates may vary depending on MOE announcements and Taipei Tech’s academic calendar. The most updated information will always be provided through OIA email notifications.

4. Renewal Requirements

  • Recipients must apply for renewal in order to keep the scholarship valid up to the 4th year.
  • From the 2nd year onward, renewal is based on:
    • Academic performance of the previous academic year.
    • The number of journal papers published in the previous year.
  • Please follow the NTUT International Graduate Student Scholarship Renewal Application announcement and prepare the same required documents (transcript, advisor’s recommendation letter, publication proofs, etc.).

  • In addition, international students must:
    • Complete the online health questionnaire and health checkup after enrolling.
    • Complete the Overseas Students Safety and Security Seminar and obtain the latest certificate.

5. Semester Routine for Current MOE-Elite Recipients

Fall Intakes

  • June / Announcement for Next Scholarship Renewal
    Check your email and the OIA website around June–July for the renewal announcement and deadlines.
  • Late July / Apply for Scholarship Renewal Online
    Complete the online renewal application (PhD: from 1st→2nd year, 2nd→3rd year, 3rd→4th year) within the specified period.
  • Aug - Sep / Enrollment Confirmation Signing
    At the beginning of each semester, come to OIA to sign for enrollment confirmation and bring:
    (1) Student ID card
    (2) Valid ARC
  • Sep / Tuition & Stipend Issue
    After the enrollment confirmation is completed, OIA will help arrange your tuition payment and send you the receipt within about two weeks, and will also email you the stipend issue schedule. Stipend of the first month of a new semester may be slightly delayed because we need to confirm your enrollment status.

Spring Intakes
