The Changhua County Government is celebrating the Dragon Boat Festival by hosting the “2026 Lukang Dragon Boat Festival Series – International Dragon Boat Championship” from June 19 to June 21, 2026, at the Fulu River waterway in Changhua County. International students and faculty from universities and colleges are warmly invited to form international teams and register for the competition.

I. Purpose：To develop “Sports for All”, fostering teamwork, traditional folklore as well as social harmony.

II. Supervisor: Sports for All Agency, Ministry of Sports & Tourism Administration, MOTC.

III. Organizing Units

Host: Changhua County Government

Organizers: Lukang Township Office, Fusing Township Office & Dragon Boat Race Branch of Changhua County Sports Committee.

IV. Date: From June 19 (Friday) to June 21 (Sunday).

V. Time: 13:00~21:00 (Game schedule might be adjusted according to the number of registered teams, and some finals will be broadcast live on TV).

VI. Place: FuLu Stream.

VII. Type of Race: Traditional Dragon Boat.

VIII. Groups

1. Social Group: Over-12-year-old citizens or foreigners.

2. Mixed Social Group: Over-12-year-old citizens or foreigners ( A minimum of nine female players, including paddlers, drummer or flag-snatcher).

3. International Group: Over-12-year-old public or private college students, international students & foreigners (A minimum of seven paddlers should be foreigners including Mainland Chinese).

*Each team should prepare the required team player’s identity document as follows to offer when the opposite team calls in question. The player without offering an identity document is prohibited to attend the race.

A. For Social Group, Mixed Social Group and locals of International Group, either ID card, driver license or Health Insurance card, with photo and birth date attached, is required.

B. For foreigners, a passport or resident permit is required.

IX. Participants

1. Registration members：one leader, coach, manager, helmsman respectively and 22 players.

2. Players include captain, flag-snatcher, drummer, paddlers and stand-bys.

3. Members on the boat for racing: 1 flag-snatcher, 1 drummer, 16 paddlers, and 1 helmsman.

XIV. Competition Regulation: Depending on the number of registered teams, decided by the committee.

XV. Enrollment:

1. Date: From March 30 (Monday) to April 27 (Monday).

2. Go to the website https://lukang-dragonboat.net/ to register.

A. For any questions about enrollment, please contact Ms. Shi Hui-Fen with Guanyu Elementary School (04-7702949 ext. 32).

B. For any questions about racing rules, please contact Mr. Xie Chui-Zhe with Guanyu Elementary School (04-7702949 ext. 12).

3. After finishing the enrollment, please print members’ registration list, members’ photos checklist, Agreement（Junior High School Certificate of Enrollment, see Attachment 4）, Listing of features, above-listed files two copies respectively and should be seal approved. One copy should be sent to No.100 Section 3, Yenhai Rd., Fuhsing Township, Changhua County, Guanyu Elementary School, and the other copy should be kept personally.

4. For Player’s ID, please submit each member’s 2-inch-size mugshot (photo form .jpg, no adornments on the face ) through the internet. For any questions of registering or file transmitting, please contact Ms. Shi Hui-Fen with Guanyu Elementary School (04- 7702949 ext. 32).

5. Any ID forgery is subject to the cancellation of the player’s membership and responsible for illegal infringement.

6. After finishing registering, the player’s list change is not allowed.

7. Members registration list, members’ photos checklist, Agreement, Listing of features should be either submitted in person to Guanyu Elementary School from March 30 to April 29 office hours 8:00 AM to 5:00 PM exempting weekends and holidays, or be sent via registered mail prior to April 29 (Wednesday) to No.100 Section 3, Yenhai Rd., Fusing Township, Changhua County, Guanyu Elementary School, Ms. Shi Hui-Fen. The registration related documents being received beyond the deadline will be considered invalid.

8. If there are over eleven team players who attended the last two year races, even the teamname being different from former team names is considered as the same team.
